Since June 2001, Charles N. (“Chip”) Kahn III has served as president and CEO of the Federation of American Hospitals, the national public policy group for investor-owned hospitals. He is regarded as one of the most knowledgeable and outspoken authorities on health policy, Medicare payment, healthcare funding, and health coverage in the United States. Mr. Kahn's considerable expertise in health policy makes him one of the most successful and experienced trade group leaders on Capitol Hill. Since its start, Modern Healthcare magazine's annual "100 Most Powerful People in Healthcare" list has featured just 12 healthcare professionals. For the tenth year in a row, The Hill publication named him as one of the top lobbyists on Capitol Hill. In addition, the former Health Insurance Group of America was voted the nation's most important insurance trade association by Fortune magazine for three years in a row under his chairmanship. Kahn is currently at the vanguard of national policy measures aimed at improving healthcare quality and information technology. He is a member of the National Quality Forum's Governing Board as well as a principle in the Hospital Quality Alliance. He was previously a commissioner of the American Health Information Community, a former government policy advisory group that advised then-HHS Secretary Michael Leavitt on the spread of health information technology. PharmD, a pharmaceutical therapy management firm, has Mr. Kahn on its Board of Directors. He also chairs the David A. Winston Health Policy Fellowship, which provides a 12-month postgraduate experience in Washington, D.C., and scholarships for health policy university graduates. Mr. Kahn is on the board of the Israel Healthcare Foundation and co-chaired a conference on Israeli healthcare in Caesarea, Israel in September 2009. As HIAA's executive vice president in 1993 and 1994, Kahn oversaw the groundbreaking "Harry and Louise" campaign. Advertising Age magazine called the campaign "among the greatest designed and executed public affairs advertising initiatives in history." Between 1995 and 1998, he worked as the staff director for the House Ways and Means Committee's Health Subcommittee, where he was instrumental in drafting important health legislation. During this time, he was instrumental in the passage of the Health Insurance Portability and Accountability Act, as well as the Medicare portions of the 1997 Balanced Budget Act. Kahn was a minority health counsel for the House Ways and Means Health Subcommittee from 1986 to 1993, where he helped shape almost every significant piece of national health entitlement and health-related tax legislation. He formerly worked as a senior health policy advisor to former Senator David Durenberger (R-MN) and as a legislative associate for healthcare to then-Senator Dan Quayle on Capitol Hill (R-IN). In the 1970s, Kahn began his political career. He ran former House Speaker Newt Gingrich's first two House of Representatives campaigns in 1974 and 1976. During this time, he also spent 1975 working for New Orleans Mayor Moon Landrieu. After completing an administrative residency at the Teaching Hospital Department of the Association of American Medical Colleges, Kahn led the Office of Financial Management Education at the Association of University Programs in Health Administration from June 1980 to 1983. Mr. Kahn is a health policy professor at Johns Hopkins University, George Washington University, and Tulane University, where he also publishes about healthcare funding. In January 2009, he authored a post for Health Affairs that was published as an online exclusive. Kahn co-authored many articles for Health Affairs in the January/February 1999, 2001, and 2006 issues, as well as the November/December 1999 issue. Mr. Kahn graduated from Johns Hopkins University with a Bachelor of Arts degree and from Tulane University's School of Public Health and Tropical Medicine with a Masters of Public Health (M.P.H.).
