Carol Hallett Biography

Carol Hallett, Director of Carmen Group, assists clients with concerns relating to commerce, security, legislative, regulatory, and disaster preparedness. Her particular credentials enable her to investigate Homeland Security concerns. She has worked at many levels of government, including municipal, state, federal, international, public, and private. Her background also includes extensive knowledge of international trade, both domestically and internationally, security and government laws, and transportation. Mrs. Hallett was the President and CEO of the Air Transport Association before joining the Carmen Group (ATA). She is a qualified pilot who has flown single and multi-engine planes, turboprops, and business jets. Hallett has worked with the government in a variety of capacities throughout her career. During the Reagan administration, she served as US Customs Service Commissioner and was acknowledged by the airline industry for her efforts to modernize the Customs Service. She also served as US Ambassador to the Bahamas and Director of the US Interior Department's Western Region. She previously served three terms in the California State Assembly, including as the Assembly Minority Leader from 1972 to 1982.
