Ambassador C. Boyden Gray is a founding partner of Boyden Gray & Associates, a Washington, D.C.-based legal and strategy company specializing in constitutional and regulatory problems. Mr. Gray spent twelve years in the White House, first as counsel to Vice President Ronald Reagan and then as White House Counsel to President George H.W. Bush.

He was Counsel to the Presidential Task Force on Regulatory Relief during the Reagan administration, and he drafted the original Executive Order 12291, which required cost-benefit analysis and White House review of regulations (later renumbered as current EO 12866). Mr. Gray was in charge of judge selection under the George H.W.
