C. Boyden Gray Biography

Ambassador C. Boyden Gray is a founding partner of Boyden Gray & Associates, a Washington, D.C.-based legal and strategy company specializing in constitutional and regulatory problems. Mr. Gray spent twelve years in the White House, first as counsel to Vice President Ronald Reagan and then as White House Counsel to President George H.W. Bush. He was Counsel to the Presidential Task Force on Regulatory Relief during the Reagan administration, and he drafted the original Executive Order 12291, which required cost-benefit analysis and White House review of regulations (later renumbered as current EO 12866). Mr. Gray was in charge of judge selection under the George H.W. Bush administration, and he was crucial in the passage of the Clean Air Act Amendments of 1990, the Energy Policy Act of 1992, and an acid rain cap-and-trade system. He was awarded the Presidential Citizens Medal in 1993. Mr. Gray served as the United States Ambassador to the European Union and Special Envoy to Europe for Eurasian Energy under President George W. Bush. Mr. Gray worked at Wilmer, Cutler & Pickering for 25 years and served as chairman of the American Bar Association's Administrative Law and Regulatory Practice Section from 2000 to 2002. He is a former adjunct lecturer at NYU Law School and an adjunct professor at Antonin Scalia Law School (teaching energy and environmental law). The Atlantic Council, the Federalist Society, the Reason Foundation, and the Trust for the National Mall all include Mr. Gray on their boards of directors. Mr. Gray received his A.B. magna cum laude from Harvard, where he was a Crimson editor, and his J.D. with honors from the University of North Carolina at Chapel Hill, where he was the Law Review's editor-in-chief. Mr. Gray served in the United States Marine Corps and clerked for Chief Justice Earl Warren of the United States Supreme Court following law school.
