In 1980, Mr. McEwen was elected to the United States House of Representatives to represent Ohio's Sixth District. Prior to joining Congress, he established a successful Ohio real estate and development business and served three terms as the Senior Republican on the Ohio General Assembly's Financial Institutions and Insurance Committee. Mr. McEwen held a number of posts in Congress throughout his tenure. Both Presidents Reagan and Bush requested him to serve as a Special Presidential Envoy. From 1985 until 1993, he was a representative of the United States in the European Parliament. McEwen took part in a number of political and military discussions. Rep. McEwen was the Chairman of the United States delegation to the European Parliament's Environmental Affairs task committee. McEwen was chosen as the United States' principal spokeswoman in conversations with the European Green Party and other environmental organizations by the Democratic leadership of the United States Congress. McEwen and two other members of Congress held a conference of Balkan Prime Ministers for the third year in a row in 2002, with the goal of fostering discussion and peace in that volatile part of the world. On August 23, 1989, Congressman McEwen and US Senator Robert Dole attended the first-ever Parliamentary election of a non-Communist leader of a Soviet bloc country in Warsaw, Poland, as US observers. Hours later, the new Prime Minister received the Congressman and Senator in his first official act before meeting with Soviet representatives of the dictatorship that had controlled the country for fifty years. This action was the catalyst for the fall of Soviet-dominated governments across Eastern Europe, culminating in the ten-week dismantling of the Berlin Wall. In Kennebunkport, Maine, McEwen met with the President and the US National Security team the next day to shape the US response and position in support of Warsaw Pact members wanting to break free from Soviet dominance. Representative McEwen was an official United States observer in Moscow during both the 1991 Soviet Coup attempt and the dissolution of the Soviet Union in January 1992. Mr. McEwen was chosen by his peers to the two most sought posts in the United States Congress: the Select Committee on Intelligence, which controls all of our nation's secrets, and the powerful House Committee on Rules, which oversees all of Congress's legislation. Mr. McEwen controlled approximately one-third of all legislation on the House floor for the Republican side of the Congressional aisle as one of only four Republicans on the thirteen-member Rules Committee. The National Strategy Act, which was enacted by Congress under McEwen, reconfigured the chain of command during times of hostilities, moving it straight from the Theater Commander to the National Command Authority in Washington. This shift was acknowledged by Defense Secretary Dick Cheney and General Norman Schwarzkopf as a crucial factor in the success of Operation Desert Storm. He was chosen by Administration and Congressional leaders to oversee the floor management of crucial national security legislation like the B-2 bomber authorization, the nuclear freeze debate, and the closing arguments before the vote to approve US military participation in Desert Storm. Mr. McEwen has frequently been chosen as a negotiator to bring resolution to Senate/House conference committee impasses on scores of bills, with a focus on Public Works, the Clean Air Act, the Clean Water Act, and International Relations. Mr. McEwen is married to Liz Boebinger, who is from Canton, Ohio. They have four adolescent children together.
