Billy Parker started racing go-karts in 1990 and has since garnered experience not just racing automobiles but also tinkering beneath the hood. Parker, a self-taught technician, worked as a crew chief for his brother Hank Parker, Jr. in the NASCAR AutoZone Elite Division in 1996 and 1997 before pursuing his own driving career. Parker was a regular on the UARA circuit in 2000, and he competed in three NASCAR Busch Series races, finishing eighth for the first time in his career at Memphis. Parker's first ASA race was in South Boston in 2001, where he qualified second and finished eighth.
