Costa was born and raised in East Cambridge, Massachusetts, and attended Cambridge High and Latin School. He received a hockey scholarship to Merrimack College in Massachusetts, where he majored in English. He got a job as a disc jockey at a neighborhood bar after going to Emerson College in Boston. Later, he became a DJ at Emerson's WERS radio station.
Costa worked at a few different radio stations after graduating from Emerson with a degree in English, including WBOS, before approaching WXKS-FM Kiss 108 in 1980 with a proposal for a lifestyle/entertainment news show. Billy began working as an entertainment and lifestyle writer for KISS 108 in 1980.
