However, Foo, born in Inner Mongolia, China, and raised in Taipei, Taiwan, has proven to be quite knowledgeable about the local grains' tastes and production. She has warm memories of learning to make dumplings with her grandmother, and she is grateful to her relative and cousin for teaching her how to make Hunan-style food and Chinese Northern-style spaghetti. Despite always having a passion for food, Chef Foo came to the United States in 1967 to pursue a degree in library science at the University of Pittsburgh rather than a career in the culinary arts. However, fate had other plans, and in 1979 she and her better half, E-Hsin relocated to Philadelphia to work for one of his privately held companies. They collaborated to open Foo's Family Cafe.
